
Public disturbance- what is the law?

Dear Sir,
On many occasions I have listened and read about the development and the obedience to the laws in Chetumal. Many of our Belizean people admire the way Chetumal had advanced and had passed “our” Belize. One thing is to visit the capital of the state of Quintana Roo, and another thing is to live there. But, yes, there is a great difference.
For example, there is a law that they call “Public Disturbance.” I don’t know if such a law exists in Belize. Probably Mr. Gerald Westby, Commissioner of Police, would like to teach us, the general public, if there exists such a law in Belize and how does it work.
You see, Mr. Commissioner of Police, I have been trying to solve a problem which we call “Public Disturbance” in the country I lived for forty years. I believe that such laws do exist in Belize, and that everyone is obliged to respect the rights of others.
This “Public Disturbance” which I have been trying to solve through the corresponding authority, hasn’t been able to be settled. Probably I am wrong, and I am the “Public Disturbance.” In such case I beg you and your subordinates to forgive my ignorance.
Yes, there are so many things different in Chetumal from Belize. Organization and planning are very important. You don’t build a market on a dusty place and expect that by sieving up the place, no dust and other tiny particles won’t enter. For example, the odor is something which cannot be seen, but it carries particles that go direct to one’s nostrils and from there it affects other parts of the human body. It is not only the flying insects (diptera) that carry substances on their legs from one spot to the other; it is also in the air.
Organization and planning, my dear friends. A public market is supposed to be divided into five or six separate sections with enough space for car parking and loading and unloading of goods.
