Most of Belize’s 8,867 square miles of territory and much of the waters offshore have been parceled out in petroleum contracts (concessions) to 17 different companies with a range of foreign shareholders from as close as the USA and as far off as Taiwan.
  
Belize Natural Energy (BNE) has one of those 17 contracts, and it remains the only company producing and exporting oil from Belize, since it struck oil in mid-2005. BNE is owned primarily by Irish investors, with interests being held by at least one Belizean shareholder, Patricia Usher, the wife of former BNE director and founder, Mike Usher.
  
BNE partners with CHx of the USA. CHx is a company owned by Aspect Energy LLC, the company chaired by Alex Cranberg. Cranberg is the former spouse of BNE’s chairman, Susan Morrice.
  
Apart from having a 36% stake in BNE’s half-million acre concession area within the Belize and Cayo Districts, it also has interest in the Toledo block of US Capital, as well as the West Bay block in Orange Walk.
  
“Right now the only producer is BNE,” said Andre Cho, director of the Geology and Petroleum Department. “RSM [Production Corporation] drilled two wells in Gallon Jug [Orange Walk], but they were dry. Perenco [which has an adjacent block in Orange Walk] is preparing to start seismic in Orange Walk—250 kilometers of seismic.”
  
According to Cho, other companies are either reviewing old petroleum data or preparing to shoot seismic. The Chinese Petroleum Corporation, a company owned by the Government of Taiwan through its overseas arm OPIC Resource Corporation, is expected to begin offshore drilling work on the ground “in the next couple of years.”
  
There are no contracts given out for the Maya Mountains area, because it is not a sedimentary basin, Cho told us.
  
Princess Petroleum Limited, belonging to the owners of the Princess Hotel and Casino, has a contract to explore 1 million plus acres of Belize for oil, Cho informed. The license, he said, was given under the last administration for mostly offshore, but also some inland exploration.
  
“Right now they [Princess] are just reviewing old geologic and geo-physic data, but there is no physical work yet,” Cho added.
  
In his view, the biggest current development “would have to be the declaration of the Never Delay discover as commercial.”
  
It adds more production and more revenues, Cho expressed.
  
There were hopes that Gallon Jug (in the RSM block), Yalbac (in the West Bay block) and Calla Creek (in the BNE block), would have oil. However, none of the wells dug so far were deemed successful.
  
BNE is drilling another shallow core at Calla Creek, said Cho, because oil is seeping there. “They want to know if production can be done there,” Cho said.
  
As for natural gas, he told Amandala that so far, they have not found any.
  
In the south of Belize, in Toledo, US Capital has some more seismic planned. They have already shot 40 kilometers in the Sarstoon Temash National Park (STNP).
  
“They have not started drilling,” Cho said.
  
The Chinese Petroleum Corporation (OPIC) had visited Belize in 2009, around August/September, to collect data and take them back to Taiwan to review and reprocess.
  
The 17 companies with petroleum contracts are: BCH International Inc, BelGeo Ltd., Belize Natural Energy, Blue Creek Exploration Ltd., Island Oil Belize Ltd., Miles Tropical Energy Ltd., OPIC Resource Corporation, Perenco Limited, PetroBelize Ltd., Princess Petroleum Ltd., Providence Energy Belize Limited, RSM Production Corporation, SOL Oil Belize Ltd., Spartan Petroleum Corporation, US Capital Energy Belize Ltd., West Bay Belize Ltd., and ZMT International Inc.
  
Companies have up to 8 years to explore for oil, and 25 years to undertake production and pump oil commercially out of the ground. If no oil is found within the eight-year exploration phase, the contract “self-terminates,” meaning it is no longer in effect.
 
Cho also said that since December 2009, officers of his Department have powers of arrest for non-cooperating companies.

On Monday at around 2 p.m., police found the body of Dominicio Quixchan, 45, a taxi driver from Bullet Tree Village, off a feeder road in San Antonio Village. Police say that he had stab wounds to his body, and his throat was slashed.

• Jaguars also taking a bite out of herds... Belizean livestock producers are pressing ahead with plans to expand their export market to Mexico, adding to the 5,000 heads of cattle already exported to Guatemala each year. Most of the cattle Belize produces is for the local market—a total of roughly 6,000 heads a year.
BTL suing previous board for $21 million
• In reports to shareholders in advance of its 5th Annual General Meeting slated for Thursday, December 15, 2011, Belize Telemedia Limited (BTL) said that it is suing ex-board members and companies associated with the previous owners, the Ashcroft group of companies, “for a total of BZ$21 million.”

• Mark Vernon beats rap of manslaughter by negligence in shooting death of cousin, David Burgess... Mark Vernon, 23, a stevedore of Belize City, was found not guilty by a jury of 9 women before Justice Herbert Lord today on a charge of manslaughter by negligence.
Family affairs
• The two leading candidates in the UDP Caribbean Shores constituency convention scheduled for Sunday, December 4, are close relatives. These are Santi Castillo and Chandra Nisbet Cansino. More important than the family competition of these two, however, is the fact that former UDP Leader, Dean Russell Lindo, has come out openly in favor of Santi, while his nephew, Prime Minister Dean Barrow, has used his wife as a surrogate in what is believed to be his support of Chandra.

• We have sat quietly for too long permitting the homosexuals to gain some roots. We have either ignored them or made fun of them as they pass by with their chins up and chests out displaying their “genders”.
Ideas and Opinions - Support the Government
• It is wise and sensible to support the Government. If you are red and the government is blue, why should you support it, when it is the enemy? The government can’t be your enemy, because it represents all the people, and acts for and in our name. It is in the nature of a democracy that there are general elections at decreed intervals, when the people choose, between the candidates of different political persuasions, those that will represent them in the House of Representatives.

Sagitun Banana Classic wraps up 2011 cycling calendar
• The last major event for this year’s Belize Cycling Association (BCA) cycling calendar took place down south in Independence Village where the 7th Annual Sagitun Banana Classic, a UCI certified race, was the main attraction on Sunday, November 27. There were no surprises in the female category, where defending champion Shalini Zabaneh held on to the crown for her Sagitun sponsors; Santino’s team claimed both the Elite championship in Darnel Barrow, and the Masters 4/5 crown with Ernest “Jawmeighan” Meighan; Austin Armstrong (D&D) took the Junior title; and Aiden Juan (Cayo High Road) won in the Youth category.
Veteran athletics coach Fred Evans chastises BAAA
• On Thursday, November 24, 15-year-old Gloria Serano flew out of Belize under the charge of a stewardess to compete in the Central American Junior C (ages 14 and 15) Championship in Managua, Nicaragua. She was unaccompanied by her coach or the other athletes who had been selected.

• The Belize Amateur Athletic Association (BAAA) and the President Mr. Ian Gray would like to inform the general public, contrary to the reports that no athlete represented Belize at the Central American Junior Championships in Managua, Nicaragua from November 25 to the 27, that is untrue. Belize was represented by one athlete, Gloria Serano, who won 2 gold medals, in the shotput event and the discus event; she also placed 3rd in the javelin. We would like to extend heartfelt congratulations to Gloria for all her hard work and dedication. Mr. Gray stated that he wished that he could have sent out more athletes, but due to finance he could not send the whole contingent he wanted.
